The Government of the Republic of Angola has received a loan of US$ 150 million from the World Bank (WB) and a donation of US$ 50 million from the Global Partnership for Education (GPE) to implement the TERTIARY EDUCATION, SCIENCE, AND TECHNOLOGY PROJECT (TEST). The Project is budgeted at and intends to apply part of the proceeds for consulting services for the Technical Consultancy for the Improvement of Initial Teacher Training in Angola for IFPs (Public).

The referred Project has the following objectives: (i) to improve the quality of student preparation to increase the total number of enrollments and expand opportunities for more equitable access; (ii) to improve the quality and alignment of curricula with the labor market and instruction in priority training areas; and (iii) to improve governance and management of the education sector.

The consulting services (“the Services”) include 11 key activities that will culminate in a proposal for a package of documents related to the improvement of initial teacher training in the ISCED (Higher Institute of Education Sciences) of the country.

The consulting service will have a maximum duration of six (6) months.

The TERTIARY EDUCATION, SCIENCE, AND TECHNOLOGY PROJECT (TEST) now invites eligible consultancy companies (“Consultants”) to express their interest in providing the Services. Interested Consultants must provide information demonstrating that they have the required qualifications and relevant experience to perform the Services.

The shortlisting criteria are:
The consultant can be a company or a consortium of companies and must demonstrate that it has:
• Have prior experience and institutional capacity in developing actions and executing the services described in this procedure.
• Present supporting documents (portfolios or certificates of technical capacity) relating to previous work carried out under this procedure.
• Preferably companies or consultants who have already provided similar consulting services, preferably in African countries.
• A minimum of five (5) years of experience in consultancy and specialized studies.
• Five (5) years of experience in providing advice to support activities in the education sector.
• Relevant experience in the preparation of studies related to higher education.
• Knowledge of the legal and political framework of the education and teaching system, particularly the higher education subsystem in Angola.
• Experience in developing teacher evaluation methodologies focusing on skill and competence descriptors.
• Proven experience in conducting seminars, workshops, and meetings.

The consultant must present a multidisciplinary team with qualified professionals. The ideal team for a consultancy work on initial and continuous training of teachers in Angola should include professionals with experience and knowledge about the education and teaching system, especially the Angolan higher education subsystem, as well as about the best international practices in this area. Furthermore, it would be important to include specialists in educational research methodologies, pedagogical development, and educational policies.

Key Experts will not be evaluated at the shortlisting stage.

Consultants may associate with other firms to enhance their qualifications but should indicate clearly whether the association is in the form of a joint venture and/or a sub-consultancy. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected.

A Consultant will be selected in accordance Quality Cost Based Selection (QCBS) method set out in the Procurement Regulations.
