The Government of the Republic of Angola received a loan of US$150 million from the World Bank (WB) and a donation of US$50 million from the Global Partnership for Education for the implementation of the Tertiary Education, Science, and Technology Project (TEST) and intends to apply part of this financing to hire a firm to provide Executive Project and Environmental and Social Management Plan for the Infrastructure of ISCED of Bengo.
The TEST Project aims to: (i) improve the quality of student preparation to increase total enrolment and expand opportunities for more equitable access; (ii) improve the quality and alignment of curricula with the labour market and instruction in priority training areas; and (iii) improve the governance and management of the education sector.
The consulting services (“the Services”) include the preparation of the execution project for the Construction of the Academic Infrastructure of the Bengo Higher Pedagogical School and the preparation of the Environmental and Social Impact Study.
The consulting service will have a maximum duration of five (5) months.

The Tertiary Education, Science and Technology Project (TEST) of the Ministry of Higher Education, Science and Technology and Innovation, now invites eligible consulting Firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services.
The shortlisting criteria are:
- Proven professional qualifications in the respective areas of activity, namely: preparation of EAS, EIAS, PGAS, PGSS.
- Proficiency in Angolan environmental laws, including those considered outdated because of the introduction of new laws and presidential decrees.
- Demonstrated experience in architectural projects with a minimalist and essentialist approach.
- At least 10 years of experience in the field of architecture, including the design of public buildings, including educational facilities.
- At least 10 years of experience in the field of structural engineering and building design, including work in areas at risk of flooding, drought, and/or earthquakes, with knowledge of both international best practices related to risk-resistant design and local regulations.
- At least 10 years of experience in civil engineering, geotechnical engineering, and site design.
- Minimum of 5 years of experience in the field of environmental and social consulting in Angola and in World Bank-funded projects.
- Valid Environmental Certificate from the Ministry of the Environment or a similar institution.
- Proven experience in infrastructure rehabilitation projects.
- Proven experience in conducting public consultations.
- At least 10 years of experience in the field of electrical, plumbing, and building mechanical engineering, including work in developing country contexts with and without centralized water, sanitation, and energy.
- Demonstrated experience in designing academic institutions or other public buildings in Sub-Saharan Africa.
- Demonstrated experience in community stakeholder engagement methods as part of the design process.
- Knowledge of existing regulations and standards for the construction of buildings and other public facilities in Angola.
Key Experts will not be evaluated at the shortlisting stage.

Firms may associate with other firms to enhance their qualifications but should indicate clearly whether the association is in the form of a joint venture and/or a sub-consultancy. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected.
As per the Financing Agreement between the Government of Angola and the World Bank, the Consultant will be selected in accordance with the Quality And Cost-Based Selection (QCBS) method set out in the Procurement Regulations.
